What happens to money on a planet that isn't building anything? I had a few smaller planets that had all thier tiles maxed so I decided to focus on military. When I clicked the focus button their expenses DROPPED by 40bc. I decided not to build any ship on that planet and keep the 40 bc increase in my budget but it got me to wondering what is happening to all that bc on other planets that have nothing to build due to waiting research? Is that money down the drain since they are not using it each turn and should I just focus all my planets non-building planets on military to save on expense they aren't using anyways?
