That last little bit of the original news article says it all for the defense - he gave the potential target (prey) his name, told them he worked for Homeland Security, and gave them his phone number and other information. He'll claim he's sick, sick, sick and has uncontrollable urges to do these things, and you know what, a jury just might buy that crap and let the guy off with some feel good treatments so that he can eventually do the same things again.
Thankfully the stigma of sexual predator may never come off the guy if he even comes close to admitting having done what he's accused of.
