Ok I'm playing my first game and figured I'd try to make alliances before war. I researched alliances where it says
"Enables you to negotiate alliances with other civilizations."
I have a few diplomacy centers built, is there another building I need? better relations? certain amout of trade routes? or other?
So what is stopping an alliance from showing up in the speak to menu, thanks for any help!
