Now suppose you had payed all the dues to get to star federation, none of the AIs had even bothered to learn what a "vote" is let alone more advance governments beyond "my rock bigger, Oog now leader". it's mid to late game, you are now an economic powerhouse because the government type gives you a massive edge when all of the sudden that law gets passed giving the AIs for free what you worked so hard for, that to me would be much more annoying.

the goverment is only nice assuming yu get the vote tho, fail to get the vote and the penaly early game can be quite a hiderance

Except if you putted your tax rate over 70 or 80 %

I love this vote, but the AI has never let it pass.

I see no balance issue, and the government forcing votes are among my favorite. It's not in the least unbalanced since it effects everyone equally, but it might represent a blow to your strategy in a game when you hoarded the diplomacy techs to run the more advanced governments. If so... tough! That's not much different than a prized fleet losing in an upset when you are focusing on a military aspect of the game.

- I think the problem would be that how could one know of Star Federation as a Government system, when none of the Civs has researched Int. Stellar Rep, let alone Star Fed...

Personally, it would'nt be a problem. My goal is to achieve that form of Government anyway, so sooner the better, but for the realism of the game, it would be preferrable for it to come later, when atleast one culture has researched it...

The very first game I played that was the first UP vote that came up. Of course they always pass, no matter what the human votes for. I don't even think the UP should be able to pass laws regarding system of government. It annoys me that I go and research something, and then UP votes in something worse.

They don't always pass no matter what the human votes for - it's purely dependent on who you have met and who has the most influence. A group of 3 like minded races would outvote a more influential race at the beginning of the game but that's how democracy works. I've never seen a situation where the UP voted in a worse government than I had, but it must be very rare. In this case, thats hardly the point. I think it adds a lot of flavour.

But it is theoretically possible, it's just that the given civs hadn't had time to set up the necessary bureaucracy or didn't have a population that supported the given government. Look at how the West is aiming to impose democracy (that's such an oxymoron) on middle eastern countries..... perhaps if you gave some more specific examples of your point it might help your argument?

To the OP..... well, it's not a bug, we can safely say that - bugs are unintended, this is written in. If you go and read what it says when you choose a government you will see that it is in effect more of a modus operandi for dealing with colonies.... it's not like some secret technology, more of a commercial/ethical/political/philosophical system. If you look at the vast benefits you get from it, I don't understand why you are complaining about it? You can drop your tax rate and still be making more money.... it's flavour.... that's all!

Now, playing as an evil race and having the first UP vote for a limit to 1 trade route for the REST of the game.... that's far more extreme but it really adds flavour and forces you to adopt your tactics.

I really dont get how people find so many things to complain about.
