Looks like in patch X they're still not working.

Has anyone actually checked that the Neutrality Learning Center isn't just an add on ( in otherwords you just get like a 25% bonus to your current research ability that equates to more research being done in your labs than was previous), like the defensive systems you get for being good.... for that matter... do the defensive systems actually work, as I have never been asked to place them on a hull. I had assumed until now that they factored into the combat system sight unseen by me by modifying the game roll that the AI does for combat.

As I do not play evil very much I have no idea if the weapons evil folks get actually have to be put on the ships.

Other inputs appreciated here on this one.

You'll notice in the sub-text for the tech there is absolutely nothing listed in where it would normally show new things or bonuses made available

Neutrality Learning Centers were (accidentally?) left out of the game. Hopefully they'll appear in the next patch.

They work for me, I've built them. If you're really stuck, put them in the code yourself. I'll look in my xml files and see if I can paste you the code needed

But it appears that they don't exist. How did you build one? Do you have a savegame file?
