atm military production will go into () (means you arent paying for that production) on planets that arent building any ships, while iv never seen social production go into () even when the queue has been empty for over 100 turns.

so will social production ever go into () aswell?

I know i can decrease social expendure to 0% to make sure im barely paying for it, but thats only viable after all my planets finished building+upgrading which barely happens.
