I just launched an unprovoked attack on the Carnoids (well, they had a class 23 planet and I had nothing above 13...) Parked a precursor ranger next to their planet and attacked with it. When the senate came up to vote whether to go to war, it said "%s" instead of "Carnoids" in the text describing the war resolution.
