Adding new techs???

Say Stardock,

If we were to add new techs (I assume its in a txt or xml file), would the techs automatically show up in the tech tree? If we (for some reason) made a gigagun that did 3000 points of damage - and was only a level 2 tech, would the AIs be smart enough to go 'Holy Crap' and all pursue that insanely powerful tech?
