Hi, just a couple of questions:

(1) Does spending more on espionage make it more likely you will steal techs once "advanced" level of espionage is reached? On the report screen it says "you do not need to spend any more on espionage for this race" or something similar, once you've reached advanced. So if you stop spending do you still have a chance of stealing techs? Or is it more spent = greater chance?

(2) Dumb question: I can't seem to find the slider to spend for "destabilisation". It doesn't seem to be under the same tab the espionage one is.
