Makes sense to me. 8 beam vs 6 shield is better than 4 mass driver vs (sqrt 8 = 2) shield. Why? Because a roll of 1-8 vs 1-6 means that the max damage per turn is 7, while 1-4 vs 1-2 means that max damage per turn is 3.
In general the damage system is highly variable, and favors high damage non-optimized weapons over low damage optimized ones. Why there is no guaranteed protection in this game is a mystery to me. Combat seems pretty random, with only hit points determining real staying power. Why can't some guns roll 4-10 instead of 1-8? Why can't some defenses always roll a 5 instead of 1-7? Would have added more depth to comat.
