Pretty simple question. Do resources spawn randomly throughout the game ala Gal Civ, or are they now created upon map generation and do not spawn throughout the game. Is this adjustable?

I really dislike the idea that resources apear continually in the match. I would prefer at least the option to have them be static, and therefore much more valuable.
